Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a payroll coordinator who will process bi-weekly MHFA employee payroll, payroll reports and business expenses. Prepares supporting working papers as requested and enters daily deposits into SWIFT. Provides agency training and support in primary fiscal duties.

Essential Job Duties

  • Provide professional biweekly payroll services for the effective administration of departmental payroll so that all department employees are accurately paid and proper accounting for leave balances is maintained.
  • At the end of each pay period, audit time reports of all employees for completeness, accuracy, and appropriateness. Investigate any unusual or non-standard payroll activities ensuring that payroll completion schedules are maintained and adhered to by all staff and users who receive directions as needed.
  • Resolve any timesheet errors or anomalies with appropriate supervisors to ensure system edits are applied and payroll transactions are successfully posted into state’s payroll system.
  • Review and analyze the Statewide Employee Management portal (SEMA4) payroll reports to ensure Self-Service time entry for all employees is complete, accurate, and in compliance with payroll policy, bargaining units, and labor agreements.
  • Providing technical expertise and consultation to employees, supervisors and managers regarding SEMA4/Self Service, employee expenses, severance pay, retroactive pay, bargaining unit settlements, overtime, levies, and garnishments.
  • Analyze employee travel expense reports for accuracy, completeness, proper authorization and compliance with established union contract provisions and MMB policies.
  • Understand and monitor laws and policies related to office payroll and provide guidance to all employees of Minnesota Housing on the proper methods for recording hours worked, leave or overtime requests and other payroll related items.
  • Perform other duties as assigned.

Minimum Qualifications

  • Two (2) or more years of experience in accounts receivable, reconciliations, payroll accounting, or a closely related role, including experience analyzing financial data.
  • Experience supporting payroll processing, including ensuring accurate and timely salary payments, processing overtime, leave deductions, and retroactive pay, and responding to payroll-related inquiries.
  • Knowledge of basic accounting principles, procedures, and practices.
  • Proficiency in Microsoft Office applications, including Excel, Word, and Outlook.
  • Strong communication skills, both written and verbal, with the ability to effectively respond to inquiries and convey information clearly.
  • Demonstrated ability to use analysis, problem-solving, and decision making to identify issues and problems, using the same skills to resolve the issues quickly and effectively.
  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist

Preferred Qualifications

  • Associate’s degree in Accounting
  • Four (4) or more years of experience in accounting, payroll, reconciliations, or a closely related financial role, including analysis of financial or operational data.
  • Experience with governmental financial accounting, including working with government funds and applicable accounting principles, procedures, and practices to analyze financial trends and resolve discrepancies, along with processing financial transactions, including disbursements and payroll, ensuring timely and accurate salary payments and compliance with applicable tax laws.
  • Experience using financial or personnel systems, such as the State of Minnesota’s accounting system (SWIFT) or similar databases.
  • Strong organizational and analytical skills, including the ability to manage multiple priorities, meet deadlines, conduct reconciliations, and demonstrate cultural competency when communicating and collaborating across diverse groups.
