Minnesota Housing is seeking a Grants Management Coordinator in our centralized Procurement, Contracting and Grants Management Department. This position provides agency level coordination and technical expertise on grant management. The position provides direction and guidance on the development, drafting, reviewing, processing and oversight of grant Request for Proposals, Grant Contract Agreements and the ongoing grant lifecycle. It is also responsible for the development and implementation of related agency policies and procedures and providing training for agency staff.
This position will provide guidance and support for over 25 grant programs in Minnesota Housing’s Housing Stability, Single Family, Multifamily, Community Development and Local Government Programs Divisions, in a structure that is extremely complex due to the various sources of funding administered by the Agency and the associated requirements and structures related to those various sources of funds.
Essential Job Duties
- Serve as an agency expert on grant management processes, procedures and requirements as set by state law, statutes, Department of Administration’s Office of Grants Management (OGM) policies and agency policies and procedures.
- Provide direction, guidance, tools and resources to agency staff during the grant Request for Proposals (RFP), evaluation and selection, funding approval, contract execution, monitoring, reporting and closeout phases.
- Provide technical expertise and guidance to agency staff on the development, drafting and review of grant RFPs, including direct assistance with drafting documents if needed and reviewing drafted documents.
- Provide technical expertise and guidance to agency staff on drafting, reviewing and executing Grant Contract Agreements, amendments, and development of scope of work, deliverables and outcomes including direct assistance with drafting documents if needed and reviewing of drafted documents.
- Provide grants management administration support and oversight during the lifecycle of a grant to address issues, grantee compliance and performance and provide solutions and directions to agency staff.
- Develop, implement and lead continuous improvement of agency grant policies, procedures and processes and train agency staff to ensure compliance.
- Address equity in grant making and help increase the diversity of agency grantees and help ensure that effective grantee support is in place.
- Contribute to the development, implementation and ongoing coordination of the agency’s grants management system, including supporting organizational change management.
- Perform other duties as assigned.
Minimum Qualifications

Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.
- Three (3) years of experience in grant and contract management involving evaluating, administering, accounting for, training or monitoring of grant proposals, grant agreements or grant recipients for a grant making organization.
- A Bachelor’s degree in Business, Public Policy or Administration, or Project Management may substitute for one (1) year of professional experience – or – a master’s degree in the above fields may substitute for eighteen (18) months.
- Experience drafting, publishing and managing grant Request for Proposals
- Experience drafting, reviewing and interpreting grant contracts and general contracts management, including development and drafting of scope of work, deliverables and outcomes.
- Experience with reading, comprehending, researching and analyzing federal and state laws, regulations, policies, procedures and guidelines as they relate to grants management with the ability to apply them to individual circumstances.
- Experience with project management, including leading processes with tight timelines, adjusting to changing priorities, strong organizational skills and attention to detail.
- Experience drafting and implementing policies, procedures and related resources.
- Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist
Preferred Qualifications
- Experience with Minnesota Department of Administration’s Office of Grants Management and Office of Procurement requirements, policies and procedures.
- Experience with applicable state and federal laws, rules, regulations that relate to procurement and contracting using state and federal resources.
- Experience working strategically, including utilizing critical thinking skills, analyzing complex issues and researching potential solutions.
- Experience with public sector procurement and contracting processes.
