Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a compliance analyst who will monitor an assigned portfolio of properties for compliance with income and rent limits, and other required restrictions of agency deferred loan programs. The compliance analyst will also maintain accurate data in the team’s online monitoring tool and internal records retention, and review tenant files for compliance with Internal Revenue Code Section 42 Low Income Housing Tax Credits, the Department of Housing and Urban Development’s HOME and National Housing Trust Fund programs to ensure Minnesota Housing’s portfolio of affordable housing properties remains compliant, sustainable, and preserved to continue serving low-income residents.

Essential Job Duties

  • Conduct initial Property Online Reporting Tool (PORT) setup when loans close or Housing Tax Credit carryover/preliminary determinations are issued including property, buildings, project, loan, Housing Tax Credit allocation, job scheduling, etc., and communicate with MF operations on assigning owner logons. Also responsible for updates to PORT when modifications are needed due to Requests for Action or other approved changes and communicate to appropriate staff when updates are made.
  • Review annual owner certifications and occupancy reporting on an assigned portfolio of properties that do not also require physical inspections. Conduct follow up for correction of noncompliance.
  • Work closely with compliance officers to conduct tenant file reviews for compliance with Housing Tax Credits, HOME, National Housing Trust Funds and MARIF by downloading sent files from Secure Upload, saving to the appropriate property folder, conducting reviews and recording the results.
  • Using record retention policies, purge or archive electronic and hard copy records. This includes files with private data, owner certifications, IRS forms and other documents that we are not required to retain long term.
  • Perform other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

  • Two (2) years of experience in affordable housing, property management, or monitoring for compliance with federal and state affordable housing programs such as Low Income Housing Tax Credits, HOME, National Housing Trust Fund, and Minnesota Housing’s deferred loan programs.
    • A Bachelor’s degree in one of the following Business Administration, Communications, or Project Management may substitute for 12 months of experience or an Associate would count for 6 months.
  • Experience completing tenant income certifications or monitoring tenant files for compliance with Section 8, Housing Tax Credits, HOME or National Housing Trust Fund programs.
  • High attention to detail and accuracy when reviewing legal agreements, managing confidential data, and electronic record retention.
  • Demonstrated communication skills, including ability to comprehend and communicate complex information in plain language. Attention to detail and sound reasoning skills.
  • Strong organization and multi-tasking skills are necessary to manage multiple duties with competing priorities.
  • Strong interpersonal skills to build relationships within a team environment and with external partners.
  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist

Preferred Qualifications

  • Knowledge of federal and state fair housing laws.
  • Familiarity with Minnesota Housing programs, policies, or compliance requirements.
  • Experience reporting data in PORT
  • Certificate in housing compliance, such as HCCP (Housing Credit Certified Professional), COS (Certified Occupancy Specialist), or equivalent.
